The white triangles represent shark's teeth and are pointing to the place/issue that requires the highest consideration in traffic, ie your head. They are basically trying to promote people to think when they're in traffic.
Thanks Venus, cuz I looked at that picture up and down and all the way around right down to the cigarette butt on the ashphalt and I couldn't make any sense of it.
