Exclusive: Chaudary's $25 million plan to hang onto power

It is your correspondent's profoundly sad duty to reveal the following simple truth: the March 2009 election is a myth. It was never going to happen.

Why? Because junta leader Bainimarama's solemn promise at the Tonga Pacific Forum leaders' meeting was broken before it was even made.

This is because his political boss, Chaudhry, had already drawn up an entirely separate, detailed and costed plan that has nothing to do with any election.

The Chaudhry plan is to hang on to power at least until the year 2011 and get Fiji's hapless taxpayers to bankroll the legal cost - to the tune of $25 million!

Now, are you reading this and thinkjing I'm pulling your leg with the latest blog rumour? Not on your sweet Nellie! This is no rumour, not by a long shot!

Rather, its a fact supported by hard, empirical evidence, an official Fiji Ministry of Finance document no less, a copy of which sits on my desk as I write.

Thanks to a trusted member of my Fiji network, I have the complete 2008 Budget papers including a full set of forward estimate. It's the forward estimates that reveal Chaudhry's covert plan to keep the illegal IG in power.

So, dear reader, shall we begin? Please turn to page 28 and the figures showing actual and estimated (annual) expenditure by the Attorney-General.

You will see that for 2006 and 2007, respectively, actual expenditure was $3,384,000 and $5,789,000. Then Chaudhry's forward estimate for 2008 jumps to a whopping $8,852,900, followed by allocations of $7,840,000 per annum for 2009 and 2010.

You can start counting on your fingers now. That's right, Chaudhry is budgeting a coopl $25 million for the triennium 2008-2010. And all of it is taxpayers' money!

This huge stash of cash will be needed to pay for high-level legal expertise to stave off being done over by what's left of a badly weakened judicial system.

But, I hear you ask, how does that prove there will be no election, as promised, in March next year? Well, dear reader, there's much more!

Turn now to pages 84-89 and Chaudhry's figures detailing actual and estimated expenditure for the operation of Fiji's Parliament.

First, we see actual expenditure for 2006 was considerable. All of $10.4 million, to be exact. However, if I recall correctly, we had an elected parliament then!

But the parliamentary process was rudely halted by the December 2006 coup. Thus official expenditure to maintain the parliament building and its services and facilities amounted in the following year (2007) to a mere $1.5 million.

According to Chaudhry's budget papers, which I am reading now, this mothballing phase is for another three years. Yes! You read that correctly.

For 2008, 2009 and 2010 Chaudhry has allocated only $1.2 million per annum in forward estimates for the operation (sorry, mothballing) of parliament.

So there, dear reader, you have it. NO Parliament until 2011 equals no election until 2011. That is the sad, sickening reality (you know, despite my nom-de-plume I really do hate being the bearer of bad tidings!).

Finally, for what its worth, may I leave you with a personal observation based on your correspondent's careful analysis of the facts, as related above?

While we can now see with total clarity how the 2008 Fiji budget provides damning evidence of a hidden agenda, it is the manner in which that agenda is being implemented which poses two, very important questions:

Question 1: If the illegal IG "Prime Minister" tells the world one thing while the illegal IG "Finance Minister" plans (and funds) the exact opposite, which one of these two arrogant abominations is actually running the show?

Question 2: if pressed, would either of the two aforementioned arrogant abominations be able to give a clear, truthful answer to Question 1?

Talk about racism? Chaudhry sold out his People and Voreqe sold out his. Two peas in a pod. Two traitors fit to be hanged. Two partners in Crime , assisted by that scalawag mercenary traitor from abroad, John Samy and sold out corrupt judge Gaytes. Corruption? Right, same excuse used by Hitler. THE Fiji Military Forces spent over $126.2million in 2007, blowing its revised budget by over $45.5million.

The military was allocated $80,739,700 in the revised 2007 budget, but the 2009 budget estimate revealed that the actual amount it used in 2007 was $126,285,100.

Yesterday, the National Federation Party called on former interim Finance Minister Mahendra Chaudhry to explain the figures, claiming he was "sleeping on the job".

NFP secretary Pramod Rae said the Financial Management Act required all arms of Government to ensure strict compliance with budgetary provisions and allocations.

"They are required to submit reports to this effect. If this was done in 2007, then Mr Chaudhry is guilty of keeping his eyes shut when it came to RFMF," Mr Rae alleged.

"More seriously, who authorised the over-expenditure? Where did the additional funds come from? Which department or ministry had their allocation slashed?

"Under constitutional democracy, parliamentary approval is required for supplementary or additional funding. These are serious questions that need immediate answers and Mr Chaudhry must answer them," he said.

Mr Chaudhry said the military's extra-budgetary expenditure in 2007 was regularised by promulgation under the Financial Management Act.

He said the over-expenditure was reported to the interim Cabinet which regularised the additional expenditure under the Financial Management Act.

He added there was nothing sinister about the expenditure.

"The country was in a crisis situation and a state of emergency had been declared by the President. The military had to carry out operations that were not provided for in the budget," said Mr Chaudhry.

He said in the wake of the 2006 takeover, the military had to contend with issues of national security.

"Furthermore, it should be remembered that the army maintained check points and carried out regular patrols to maintain law and order in the country for almost six to seven months after the December takeover."

But Mr Rae alleged such over-expenditure was "daylight robbery of taxpayer funds" by the interim Government imposing its authority by the barrel of the gun.

He said the revelation of the 2009 budget estimate could only be described as scandalous.

Academic Professor Wadan Narsey said for the Fiji Military Forces, the estimates for 2009 or the revised estimates for 2008 could not be relied upon.

"That is obvious from last year's budget by Mr Chaudhry that gave the 2007 revised expenditure for the military as $72million. The actual expenditure, published in this year's budget, was $118million, an over-expenditure for $47million.

"Did Mr Chaudhry know of this over-expenditure by the military which is why he was slashing expenditure elsewhere, including that for medicines?"

Mr Chaudhry said there was no fraud as claimed by the NFP nor was he sleeping on the job.

Military spokesman major Neumi Leweni said there were some misconceptions over the military's budget.

Where does the buck stop? Minister of Finance claims he did not know where the money was going? $45 million? How does he know it was not into Voreqe's Swiss bank account? Oblivious and incompetent, if you believe what he says, but who would? This snake is famous for his slithering and deceit. Bullshyt all the way.

Former interim Finance Minister Mahendra Chaudhry said there was no need to publically reveal that military had bust its 2007 budget by $45 million because the figures came in late.

Chaudhry said it is improper for the National Federation Party (NFP) and others to say that he misled the nation by not revealing that the military had incurred the $45 million over-expenditure.

According to the 2009 National Budget Supplement Estimates released, it reveals that the RFMF spent $126,285,100 in the year 2007 although the military budget was about $81 million.

Chaudhry said this $45 million over-expenditure was granted based on issues such as the alleged call for foreign intervention by former Prime Minister Laisenia Qarase and the promulgation of the Public Emergency Regulation (PER) which resulted in members of the territorial forces being recalled and a number of army checkpoints set up around the country.

Chaudhry said there is no hiding of the fact that the military bust its budget in 2007 and the $45 million over-expenditure cannot be classified as being unjustified as it was used for national security.

However, National Federation Party (NFP) General Secretary Pramod Rae said FICAC and the Auditor General's Office have to conduct an inquiry into the matter.

Former Prime Minister and SDL Leader Laisenia Qarase is now raising the question whether Chaudhry was aware when the over-expenditure was being incurred.

Qarase also said there was no use to call in the territorial forces erect checkpoints and declare a Public Emergency in 2007 as he said there was no real threat to national security.

Meanwhile, Military spokesperson Major Neumi Leweni said the RFMF needed additional funds in 2007 due to national security.

He also said people should understand this.

The military has today stressed that there was nothing sinister when the RFMF bust its budget by 45 million dollars in the year 2007.

RFMF spokesperson, Major Neumi Leweni has also hit out at the former Prime Minister and SDL Leader, Laisenia Qarase and National Federation Party General, Pramod Rae for criticising

Meanwhile, Fiji Public Service Association Assistant General Secretary, Nirbay Singh said it's unfortunate when the interim government implemented the paycut to save government finances after the events of December 5th and yet the military was doing the opposite by busting its' budget. He said the matter should be investigated.

He said former Interim Finance Minister Mahendra Chaudhry
should clearly explain the matter.

The Fijian Teachers Association General Secretary Maika Namudu said these actions by the military are completely irresponsible adding this will not guarantee the military sticking to its already substantial budget for 2009.

for the last five years the budget has been busted - and i don't think that there is denying that fact.

the blowout of 2007 was to be expected - the additional troop deployments generated those costs.

however the overspending over 2006 back to 2001 needs to be addressed.

overspending within the millitary over the last seven years is because of the inefficiecies inside the mechanical services section and the logistics acquisitions sections - especially the maintennance of millitary vehicles (which was contracted out over the last five years) and the purchases of uniforms - which contract had been awarded by the Public Tenders Board to an associate company of the SDL - to supply army boots and uniforms.

if you look at the breakdown - and if QEB does provide those breakdowns you will see that the SUBSTANTIAL portion of those funds were used in these two areas - repairing and maintaining equipment and in purchasing uniforms and boots.

obviously action needs to be taken on these issues.

and these actions have to be (a) the purchase of new equipment - if you keep old equipment which you continue to use well past its use by date, this is exactly what you will get - constant repairs and eventually very costly repairs - and then scams. the mechanical section of the RFMF utilised $600,000 in one year alone - back in 2004-2005 in maintaining a fleet of 60 vehicles at the Suva depot - which was the equivalent of about $10,000 maintenance costing per vehicle and this had been ongoing over the last seven years since 2001.

and then keeping that old equipment is another additional cost - their running costs get higher as the engines get old and as in the case of the patrol boats need huge amounts of fuel to keep an inefficient and old engine going - no longer at optimum high performance levels - and that also eats up a lot of money.

this is why you need to upgrade every seven to ten years. it ensures optimum efficiencies and lower running and maintenance costs

with respect to the purchases of new uniforms and boots - this is another big scam that has gone on within the millitary budget - the Public Tenders Board awarded that contract to an SDL affiliated company - who have supplied those uniforms over the last seven years at very exorbitant prices way way above the normal international supply prices.

the unforms and boots can be sourced internationally at a higher quality and far more competitive pricing then anything produced locally - but the irony is that successive governments had insisted on awarding tenders to the sole local supplier - until Commander Teleni decided to change it earlier this year with respect to combat fatigues and equipment and boots.

but these things are not sufficient explanations - the RFMF has to be transparent if it wants the rest of Fiji to be transparent - and transparency must start from Delainabua - and it must start with tight fiscal management and transparency. otherwise this is exactly what will happen - it will become an issue.

the proper thing to do will be (a) upgrade all existing equipment - new purchases (b) create a depreciations schedule over lifespan and dispose of equipment to the surplus market for book values on depreciation (c) move towards competitive sourcing of unfiforms and boots - even if it means international sourcing (d) get the spares and maintenance organised from source - this is one problem with the RFMf that needs addressing - they end up sourcing spares for their vehicles from local spare parts shops - who charge exorbitant prices - they should be getting those spares direct from the suppliers (e) get the engineers trained by the suppliers - and this is the new way forward - RFMf engineers will have to go offshore to the supply contractors factories and learn the engines and parts and repairs and handling of the equipment (f) they will have to take tighter fiscal control on logistics expenses

what Leweni has to do now is to tell the public what the RFMf intends to do about this situation - what steps will be taken to resolve these issues.

thats the way forward.

The most pathetic thing about this is that the People are forced to pay for something which is solely there to subdue them. No citizen in their right mind would vote for that.
You can talk about efficiency all day long, but when that efficiency is used to deny the citizenry their rights, it is corrupt and a sham.
Whether uniforms cost more overseas or not will depend on what happens to the exchange rate. Foreign exchange should be used for capital investment to build Fiji industry, not to purchase things which can be made in Fiji. If the tenders board is not doing their job, convict them.

we can have GUNS and BUTTER.

its not a question of removing the army - its a question of making the Army efficient.

at the moment we are not getting the full benefit of those Iraq contracts - becausethe Aussies are taking out 3/4 of the payout for the equipment. Fiji only gets 12 million a year from those deployments - the other 3/4 goes to Aussie - the correct figure we should be deriving from that deployment were it our own equipment would be closer to 50 million.

this is where we start talking about efficiencies.

what Narsey failed to point out in his article is the comparative figures for foreign income derived by the RFMF into the country over the last twenty years - and that figure is quite substantial. close to $600 million - and thats without the money from the equipment - had they had the equipment money coming in that figure would be a lot higher.

that is the crux of the issue - your issue is personal - you don't like the RFMF because its not supporting Qarase and George Speight.

its not about either Guns OR Butter for you - it never was.

and the HEAD OF THE STATE under our Constitution is the President.

and the President has mandated the Army to do what its done - and the Court has ruled that the President acted lawfully in doing so.

not being silly gdev - its what we have to work with. a declaration by the High Court which renders it legal.

and unless and until the conclusion of an appeal says otherwise, that is the status quo.
